Restriction throgh telnet session


I want my system allow only some specific IP address to connect through telnet.
For example I only want to allow IP address 192.168.9.2 to connect my server through telnet (telnet 192.168.9.2).
How I can restrict users from other IPs to connect my server. I am more then happy if you also tell me how I can allow specific machine i.e pc1 to connect with my server
