Problems creating openssl rpms from srpms

Have a computer with RH 8. Got latest openssl rpm from rawhide which was openssl-0.9.7a-23.src.rpm
as of this writing. Create rpm folders in my server account to be able to build rpm packages without being root. Never have problems with other packages, but with this one I got something strange. After removing some flags not recognized by RH8, it builds fine with the instruction rpmbuild -ba openssl.spec but it only created the SRPM and the standart rpm installation file. The openssl-devel rpm was not created. I would like to know if I have to specify an option for that to happend.
