Prevent services from restarting when changing runlevels

I installed a firewall script as a service, then used chkconfig to enable it in runlevels 3 and 5. When I switch runlevels with init, my firewall script (and a few others) stops and restarts going between 5 and 3. Is there a way to specify which services stay running and which get restarted?

You probably want them all shutting down and restarting, just to be very sure things start in a logical order.
