Local User Unable to Create gpg keys


I can generate gpg keys using command # gpg --gen-key as a root user but I can't generate the keys as a local user.

I get this error:

Code:
Change (N)ame, (C)omment, (E)mail or (O)kay/(Q)uit? O
You need a Passphrase to protect your secret key.

gpg: problem with the agent: No pinentry
gpg: Key generation canceled.

I have to graphically login to local user account to get gpg working.

Only su - user didn't worked to create gpg keys for local user.
