Question how to make account permission on RedHat linux


first i make (a1 a2 a3) with adduser comment .
(shutdown) comment is need root permission .
i want to use this comment on (a2) .

I think you mean 'command', not 'comment' ?

If you want the user a2 to be able to run the shutdown cmd, you need to look up the sudo cmd and the associated sudoers file.

Read those links slowly and google the details; there are lots of hits on HOWTO setup sudo, but you need to do it carefully, or you'll compromise your system security.
