gd won't see jpeg library

Hi. I'm trying to get gd up and running on my Redhat 9 server. I would like to have php generate thumbnail images on the fly and apparently you need gd to do this. I can't get it to install correctly! my configure command is this "./configure --with-jpeg=/usr" however time and time again I get this "Support for JPEG library: no" after the configure runs. Any ideas/suggestions would be greatly appreciated as I'm about to go insane.

Thanks,

Joe
