DHCPD (dhcp servvice is not coming up)

the dhcp service is not coming up , i have also tried to uninstall it and installed again still receiving Failed message (service dhcpd restart) when tried to start it.
have taken the sample file given in /usr/share/doc/dhdp 3.0.5/dhcpd.sample.conf(some version number) and edited to as per my system, still not working(using RHEL 5 )/ tried with empty dhcpd.conf , unable to start it. what could be the reasons which makes it failed.

you need to actually look at the logs, not just configure and presume it's working. please show us your configs and the logs in /var/log/messages that appear after it is attempted to be started.
