changes in RH9 panel bar don't stick

my bottom screen panel bar in RH9 reverts to black back ground even after I have changed it in the previous session. Happens both for user and root. Any ideas?

When you say 'set -o and export" where am I doing this? I am just trying to set the background color for the taskbar at the bottom of my GNOME screen by going through the taskbar props and setting the color. It will last as long as I am logged in , but next session it has reverted to black.
