Change Default Permissions For Home Dirs

When a user's home directory is created on this particular RHEL 5.9 system, the permissions are not 700 as I expected for the users home folder in /home. Isn't RHEL defaulted to 700 when creating a new user with the -m switch? I don't understand why it's 755 on this particular system like it would be on a default Debian installation. Has RHEL changed this or do you think someone perhaps modified the UMASK on this particular server / system?

Thanks for any info!
