centOS 4.4 user quota not working !


hi,
I tried to setup user quota for 2 users one is jimmy and the other is joe:
jimmy:x:503:504::/home/jimmy:/bin/bash
joe:x:508:510::/usr/local/tomcat5/webapps/leadserve_new:/bin/bash

this is my /etc/fstab:
LABEL=/home1 /home ext3 defaults,usrquota,grpquota 1 2
LABEL=/opt1 /opt ext3 defaults 1 2
none /proc proc defaults 0 0
none /sys sysfs defaults 0 0
LABEL=/tmp /tmp ext3 defaults 1 2
LABEL=/u01 /u01 ext3 defaults 1 2
LABEL=/usr /usr ext3 defaults,usrquota,grpquota
1 2

this is output of my repquota -a :
[root@devdb webapps]# q
-bash: q: command not found
[root@devdb webapps]# repquota -a

when I tested them using ftp, the hard limit for jimmy is working, but for joe is not. can anyone tell me why?
btw, after I modified /etc/fstab , I did reboot server.
