cant find these utilities

I upgraded my redhat 9.0 to kde 3.2.1. It doesn't have any of the menu entries to modify my firewall (high level, medium level, checkmark ssh, etc..), my package management, add/remove users, install a new network adapator (the gui utility where i can put a checkmark in eth0, or eth1, etc..). I can't find any of this anymore. Please help so I can get this stuff back. Thanks.

Try opening a console "su -" then run "lokkit".
