I am not sure what you mean by a
simulated DHCP server (unless this is some kind of a special setup for a school project or something), but if you have an
actual DHCP server installed, I would think you would already have a script for this purpose. Probably
/etc/init.d/dhcpd (at least that is what is was in some of the older RH I've worked with).
If this does not address your problem, you still might want to look in
/etc/init.d. This directory contains many scripts for starting and stopping various services (these scripts are called with either a
start or
stop parameter), and you might learn a great deal by reading through and analyzing some of them.
