using shutdown command without root privilege

Hi,
I need to execute reboot command in a script.
How can I do this from a common user?
I'd like to do this without using sudo if it's possible.

Distribution: just replace windows with linux

you do not run a server or so , do you ?
chmod +s /sbin/halt

that let anyone! shut you down. do it only if you KNOW what you are doing.
