Not totally sure what you mean, but maybe the ICU library.

ICU is probably the UNICODE library if you want to work at the API level and it depends upon what you are planning to do but I find using a framework that incorporates UNICODE to be more productive. My favourite being the Qt framework.

Qt would be too much, since I want to be able to use this with command-line apps.

Basically, what I want is something like QString but independent of Qt.

You can use Qt without the GUI stuff. In the qmake file add the magic line:

QT -= gui # Only the core module is used.
