Trying to create all-in-one vpn dialer


Hello to all.
I'm thinking of creating some vpn dialer which will supply users with the option to connect to a vpn via pptp/l2tp.
the big problem is that: Linux is not too great with pptp/l2tp.
of course you can install these packages, but I'm thinking of a scenario which a user can get into one site (which is the case in the network I'm thinking of).
my question is that: is there a simple l2tp (or pptp) server i can include in a package and base my script on?
is that a good idea to include 3rd party software like RP-L2TP or is there some support inside linux to l2tp i can use and i just missed it? (again, I'm thinking of a situation that the end user can't install by himself pptp/l2tp).
my second question is about the scripting language itself.
the end goal is to create the script with gui above the script itself (with glade or something similar)
which should i use, bash or python?

the all point of this is double.
one is to create something useful, and teh second, more important is educational.
i do need this type of software, so i figured it's tiem to learn how to write scripts.
so if my message looks a little unclear, it's beacuse i'm still trying to figure out myself what i'm looking for
any advice will be greatly appreciated.

So you're trying to bypass the required root access to the network interface? If not, having such root access should allow installation of other packages. If so, I'm not sure how you'd divert network traffic to the tunnel without root access. Have you looked at the source for vpnc? You might also look at the wpa_supplicant source because it implements a layer on top of the network interface from user-space, although not for VPN.
