trouble finding getopt.h (c++)

I really want to use getopt.h (the c++ version), but I'm having trouble finding the file on the internet, and it's not in my /usr/include for some reason. Does anyone know where to find the file, and just c++ header files in general?

In my case it's in glibc-devel package (/usr/include/getopt.h file).

Thanks, it was in glibc. Now to start doing fun things with flags.
