Standalone bare metal gdb server?


Has anybody come across a standalone bare metal gdb server?
What I mean is a gdb server that runs on a bare metal board (well, with serial and/or network handler) and can be used for loading and debugging other programs on the board.

I understand, gdb stub needs to be linked within the program to be debugged, but I'm after a "persistent" program while the target programs come and go.
