Software Development Kit

It will include all the header files, libraries and tools that are necessary to develop applications with the given platform. So Windows has a SDK allowing you to develop Windows applications, Java has a runtime library which lets you run java applets but also a SDK that allows you to develop Java applets. The list goes on, a game engine, graphics libraries etc.

"SDK" usually means a "Software Development Kit": the program libraries, header files, documentation and tools needed to program for some device or platform.
