rpm spec attributes in scons


I'm writing a scons script to build some source files and package them into a RPM file. But I'm not certain how few things in the traditional rpm spec file can be represented in the scons.
How the following can be represented in scons?
%defattr(0644,root,root,0755)
Similarly I have different permission and owner for different files. These things are set using the %dir and %attr in the spec file. How are these represented in the scons. For e.g.

%dir %attr(2750,user,group) /my/directory/here
%attr(2750,user,group) /my/file/here
