Question on asm/atomic.h

I noticed that /usr/include/asm/atomic.h was installed on one of my systems but not on others. is this header file installed as part of the kernel header files package (using ubuntu)?

If so: are the functions defined in atomic.h
always guaranteed to be available on any
linux installation (after downloading these
kernel headers)?

If you happen to know please tell me.
