python, pip --user into a different directory than .local


what do I have to configure that I can install some python things via pip into a different folder than .local?
I think I do not need virtualenv,
I just want to install some apps so that they go into an environment for which I have already setup in my home directory.

setting PYTHONUSERBASE does the trick
