Programming a diary/journal software


I am writing a program to develop a diary/journal software.
Requirements

1. Basic no frills but with gui
2. Retrieval of entries
3. Starts with one click and should run on XP and Linux
4. Further features added as and when required

Question

1. Which programming language and gui should I use
2. Any links/howto etc on developing similar applications would be helpful

If you do it in eg C, you'll need a cross-compiler, as the internals of an exe are different on each OS.
You could try a higher level lang like Perl to minimize that issue.
