Programmatically accessing the video memory on Ubuntu

Hi ,
I am doing a project on how to use TV monitor as computer monitor...
and i need to access the system's video memory and then route it to the USB port (after converting it into an MPEG stream).
And i dont know how to access the systems video memory.
