PIC issue on RHEL4 platform gcc 3.3.6 compiler

i am getting the below error in RedHat WS 4.0 platform amd64 machine.

1. Does gcc 3.3.6 is supported on RHEL4.0 platform?
2. how do i find the given executable (.o file or .so file or elf file is compiled with -fpic or -fPIC code?) is compiled with -fpic or -fPIC option?
3. how can i resolve the below error?

Please help me to understand.

Error:

/usr/bin/ld: /linux/depot/gcc-3.3.6-RHEL_4/bin/../lib/gcc-lib/x86_64-redhat-linux/3.3.6/../../../../lib64/libstdc++.a(functexcept.o): relocation R_X86_64_32 against `typeinfo for std::bad_exception' can not be used when making a shared object; recompile with -fPIC
