php not calling css correctly

I have a script that I use in a basic html page. What it is supposed to do is include a php script and then the HTML is all around it and the flow of the rest of the site is defined wih a css page. I have called the css page like so

<php sfpg_css_link("default.css");?>

the css layout is not called at all. the main page in general is here

I am unsure if there is a different way I should be calling this or what. The CSS page is in the same directory as the php file so I shouldn't have to put a path to that file should I?

oh well now its kinda calling everything. Just not placing the sidebar on the right side. Or placing the images

Also ...could the php script containing things such as

color_body_back="#234810";

have anything to do with it?
and if it does and I want it to use my design then could I just wipe it out and it be ok?
