PHP and Apache

I have a question regarding Apache and PHP, hopefully this is the correct place to ask the question.
I am using Debian, sarge, with most of the updates. I am interested in running some sites that require php to try and learn things better. I have phpmyadmin setup through the package to help with mysql, but I wouald like to setup a php based bulltien board. As it is not in the package selection, the install file says to un-tar it to my webroot and then point my browser to install.php. When I do this on any browser it tries to download it instead of launching the page.
Some help would be appreciated. I can however get to phpmyadmin and work there so I don't quite know what is wrong or right w/ my setup

Do you have php enabled in apache? Have you made the install.php file executable?
