OCCI static linkage for CentOS without dependences

Hello All.

I am using Oracle Client and I need to do static linkage of my C++ program, which is running under centos x64.
I use Oracle 12c Release 1 Client(64bit), downloaded from
http://www.oracle.com/technetwork/da...d-1959253.html
My program successfully links with static OCCI libraries, but after running, it outputs error if variable $ORACLE_HOME is not set:
exception: Error while trying to retrieve text for error ORA-01804

Does anybody know the solution of this problem?
I need to compile my program without any references to oracle shared objects, and without any dependencies, like access to files from $ORACLE_HOME.
This would be useful for me if you share your experience.
Where it is possible to find the resolution of the problem? Or maybe some other forums?

Oracle DB has already been selected. It is not possible to change it.
