The question does not have to be directly related to Linux and any language is fair game.

Well that is kind of hard to answer. For example apache uses sockets and the lanugage used is C. For Debian, it's package manager synaptic is written in python. I believe anaconda is also a python based program and it is used for installation of Red Hat.

So in short you can use C, C++, Java, Python, Ruby, PHP, etc... for any network programming. Their is no language that I can think of that is solely built for network programming and thats it.

Conceptually, there is a separation of functionality groups, and programming languages. The functionality is, in most cases, provided by either the OS or some library API. Above that, there are bindings to various language, that allow applications programmers to access the services provided by the OS or library. In Linux, most networking is performed using services provided by the OS, the so-called sockets API. Most modern programming languages provide a way to access these services, and beyond basic language syntax differences, most such bindings are quite uniformly parallel in their use. If you know how to do network sockets programming in one language, the concepts and methods will usually transfer well to other programming languages.
