html frame question

In the code below, I have a line (first underlined line) making space that contains an image 96 pxl high and text on the same "rows", how can I make the text (second underlined line) take the same vertical space than the image? Either in HTML or CSS? The code is html4.

<frameset rows="20,*,20" border="0">
<frameset cols="20,*,20" border="0">
<frame src="../../imag/tlc.gif" name="tlc" marginheight="0" marginwidth="0" scrolling="no">

<frame src="../../imag/t.htm" name="t" marginheight="0" marginwidth="0" scrolling="no">
<frame src="../../imag/trc.gif" name="trc" marginheight="0" marginwidth="0" scrolling="no">
</frameset>

<frameset cols="20,*,20,*,20" border="0">
<frame src="../../imag/l.htm" name="l" marginheight="0" marginwidth="0" scrolling="no">
<frameset rows="96,*" cols="*" border="0">
==============================
<frameset cols="128,*" border="0">
<frame src="../../imag/logo.jpg" name="logo" marginheight="0" marginwidth="0" scrolling="no">
<frame src="../../languages/enau/u1/navigation.htm" name="navigate"
=============================================
marginheight="0" marginwidth="0" scrolling="no">
=================================
</frameset>

<frameset cols="*" border="0">
<frame src="../../languages/enau/splash_left.htm" name="panl" marginheight="0" marginwidth="0" scrolling="auto">
</frameset>

</frameset>

<frame src="../../imag/m.htm" name="m" marginheight="0" marginwidth="0" scrolling="no">
<frame src="../../languages/enau/splash_right.htm" name="panr" marginheight="0" marginwidth="0" scrolling="auto">
<frame src="../../imag/r.htm" name="r" marginheight="0" marginwidth="0" scrolling="no">
</frameset>

<frameset cols="20,*,20" border="0">
<frame src="../../imag/blc.gif" name="blc" marginheight="0" marginwidth="0" scrolling="no">
<frame src="../../imag/b.htm" name="b" marginheight="0" marginwidth="0" scrolling="no">
<frame src="../../imag/brc.gif" name="brc" marginheight="0" marginwidth="0" scrolling="no">
</frameset>

</frameset>

Thank you for your help.

Maybe the font in "../../languages/enau/u1/navigation.htm" is too big to display in such a small frame. You can check this out in the source of navigation.htm.

OK

Thank you for your answers. I will leave it as is as it is only a small detail (the text does not take enough space).
