html; character encoding per document tag, not whole document

I might be losing my mind, but I thought I has read somewhere recently about setting character encoding via css or xml in an html tag, like a div or font.

I know that the entire document page can be set in a few different ways, but I already know how to set that. What I'd like to do is have a few divs on a page... one that has russian text, another that has chinese, another japanese, etc.

Is this possible? Or do I need to just use a global unicode encoding for the whole document?
