How to set IRQ 4(Serial Modem) as top priority in Linux?


I was wondering if there is a way to set my interrupts in kernel 2.6? My modem for some reason gets hung up when I load a webpage or in the middle of a download. I stops all data transfer for 10-15 seconds, then starts back up again transferring data. This happens frequently. Any settings to check?? Thanks for your help.
