How do you do a scrolly on a webpage?

Is it a Java applet always? Doens't LOOK like it on most webpages I see.
Is it Javascript then?
Once again, are there some free ones on the web?

it depends on what you mean by 'scrolly'
there is always the <marquee> tag, not recomended
there are java applets but those wouldnt do much for the actual content only the applet
yes theres javascript or ajax (a combination of client/server side scripting one of the most common is javascript/php)
but if all you want is a scroll bar then that would be the overflow css property for a DIV

The first thing we will do is to update our stylesheet definition to make the object stand out from the surrounding page.There are three steps for scrolling window:
1. Create the basic HTML page.
2. Create the Div with some text.
3. Write the css code which makes the Div scrollable.

if I asked you how 3) is done, would you scream at me? (I've read a PDF on CSS, it's not a *programming language*, right? I don't really get how it works anyway, I dislike what I *do* know about it).

text scroling by would probably be accomplished as such
Code:
<div id="scrolling_div">
   //contents of div
</div>
and the stylesheet for that div would be
Code:
div#scrolling_div {
 width:130px; /*or however many pixels wide you want it */
 height:130px; /*or however many pixels tall you want it */
 overflow:hiden;
 /* any more styling information such as color (text color), background-color, font-weght, font-size etc.. */
}
and then find a javascript that automatically scrolls the contents of the div and follow the instructions on how to use it
