custom udev rules not working

I Cannot get this password prompt I wrote in Perl to automatically run when I insert my USB. I guess my UDEV rules are wrong. I made a file inside of the /etc/udev/rules.d/ directory, named it 50-udev.rules and added this

Code:
SUBSYSTEM=="usb", ACTION=="add", KERNEL=="sd??", RUN+="/path/to/program.pl",
but it will not work. Not even if I replace the Perl program with /bin/bash. So I would say, it's safe to assume that it's not the program. Ideas??

BTW, I reload uev rules and restart udev before trying to do this. I am using Linux Mint Cinnamon.

I use sudo udevadm test --action="add" /block/sdc/sdc1/ to see whats going on under the hood. It seems to run fine but the script is never launched even though it says its running it.
