CSS background in IE sticks out a few pixels.

There is a picture, id='backPic' name='backPic' that is on a div background (#sigcard).

It works on FF and Chrome, but in IE, the background color stick a few pixels out below the jpg. Any idea why this is?

not a mistake i should be making. i've got a poor attitude when it comes to windows programs, as if it's their fault and not mine.
