Right now i'm installing a script in tar.gz format.. after running ./configure the script is initializing some modules on perl command and it prompted me an error:
Can't locate HTML/Tagset.pm in @inc (@inc contains: ./lib/usr/lib/perl.......

hwat does this mean? pls help me...

The install is looking for a perl module and cannot find it. You need to download and install the prerequisites before you install a package. Most readmes include a list of packages that must be installed.
