Could anyone recommend a library that can parse css file for me?

What should it be able to do? If you're only looking for simple things, it wouldn't be hard to write one by hand. But if you want to cover every nuance of the grammar then that will be a little more difficult. (Even so, I think CSS can be described by fairly simple grammars.)
