Have you a security method on how you will prevent access from non authorized users the page that would execute the reboot command ?

It should be fairly easy to write some PHP that executes the shell "shutdown" command.

The answer is: technically it IS possible and even quite easy. From a security point you should NOT want this. An evil guy will try to break in (and if you've not protected yourself adequately will succeed) and shutdown your box all the time... or worse.
