best way in C in linux EXT3 or XFS to read file timestamps & attributes


is there a better way than doing a system("ls --full-time") call in C to get file time stamps and permissions attributes?

would the file system matter?
if so, I am interested mainly in EXT3. the only other would be XFS.
thanks.
