accessing file using ip


how can i search and open a file from another pc by IP address.....i mean i have a mail system and i need to know how can each user from one pc can access his mail from the server
i am using C in linux for the programming

The users usually use pop3 to access their mail from your server.

Either pop3, as the previous guy suggested, or else set up an IMAP server - that way, all the mail can stay on the server and can be accessed from anywhere. In fact, you can even throw a web interface around it (like the excellent one at www.squirrelmail.org) and then your users can log in and read their mail with just a web browser.
