about file

I have one program for calculating the no of Name in a file.

the command need to call this program is
./noname /home/Ken

And I need to write another program which need to take the value(no of name in a file) from that program. If the value > 0, I then need to give a signal to the user.

The commad for calling this program is
./check ./noname /home/Ken
My problems are that I don't know how to get that value
and
how to use the ioctl() and ioctl_list()?

Thanks
I do
