Does the file /var/log/btmp exist on your system? If not, you need to create it since it's not created automatically. You can create it (as root) with the following:
Code:
touch /var/log/btmp && chmod 0600 /var/log/btmp

Here are the permissions for btmp on my home system:
Code:
$ ls -l /var/log/btmp
-rw------- 1 root root     384 2006-07-28 04:59 /var/log/btmp
Are you getting an error when you run lastb or is the /var/log/btmp file empty (0 byte)?
