I doubt that apple releases the source code of MacOS. Its based on BSD, so they can take the code, use it and release the end product without being obliged to release the source code (although Apple does contribute some code to opensource projects).
They have to release the GPL bits, like Safari's engine because its based on Konqueror's KHTML engine.

Though they do, albeit under their own license. And they also release a few things they've made themselves.
What is darwin? If I install it onto my macbook pro will it have the same capabilities as the mac os x program? Will I be able to run programs that are for the mac on darwin? Specifically final cut pro? If this is possible where can I get the operating system from? be it a site or a store it does not matter.
Darwin is the "kernel" of the OS/X system: the bottom-most software layer upon which everything else is built.
Darwin, as well as quite a few other components of OS/X, is open-source. In fact, a very substantial amount of the total OS/X system is open-source. But, not all of it.
In particular, the graphical user interface is not open source and therefore not included with Darwin. FWIW I recall OpenDarwin development shutting down some time ago due to lack of interest, so I suspect that the only serious development is being done within Apple.
