Try going to
http://rpm.pbone.net and searching for the original perl package for your Mandriva version. You might have some trouble downgrading the perl package, but you should be able to trick him. By problems I mean dependency issues and stuff.
I've had the same problems, starting from mcc not starting up, locking up at the splash screen, various modules segfaulting, rpmdrake crashing when trying to search/select/display info about a package, and the list goes on. I ran drakconf.real through perl's debugger and surprise... worked juts fine.
It seems I've been having this problems ever since I've done a major update to the system [cooker - 681 packages]. I also noticed some core components were unchanged (urpmi, drakconf, a.s.o) so this might be a perl problem. Fresh installs didn't solve the issue. [cooker/x86_64]
