GNOME gtk and metacity themes go into /usr/share/themes or ~/.themes on Mandrake. Icons themes go into /usr/share/icons or ~./icons. Usually installation is just a matter of extracting the zipped tar file and copying the contents to the direcories above. Some however have to be compiled, so read the documentation first to find out exactly how to install the theme.
I am sure they need to be extracted to the right directory. The only themes that I know that don't need extraction are xmms and bmp skins. Also like I said some of the themes need to be compiled from source before they can work.
