My impression is that when the USB device is plugged in, rather than the more common device icon associated with removeable media such as a CD-ROM, if the device is a webcam, the icon for gnome meeting is displayed (since there's nothing much to do with a webcam but open the associated app, rather than the device itself).
I would suggest that blvdeast right click on a desktop shortcut, scroll down to the "disks" menu and see if the USB device is listed there and re-check it (so that it again appears when plugged in), or open the Trash Can, see if the shortcut/icon is still there, and if so return it to the desktop.
