My Server won't off when i shutdown

i am using Intel based board and also with the processor (SE7501BR2 and Xeon Proc , RAID Card SRCU32, chase from enlightcorp). i am installed linux-mandrake 9.1 two months ago, untill now myserver won't really off it all, i still see the lamp led still on. Message on the server is really off "Power Down" alternatively i press the switch

Try to enable APM. This should work if your server suuports it.
