Mandrake 9.2 and O(1) schedular


Hello,
I recently installed Mandrake 9.2. When I run another program, say winamp (on wine), I find that while opening new programs the other processes seem to be getting effected as well. My suspicion is that O(1) schedular probably was not working..., as I had the problem with Redhat 7.3 with earlier kernels (<2.4.18) and not the later ones. Is there a way in which I can actually find if O(1) was already enabled? Or could there be any other reason behind this problem?
