Angry KDE time zone changes don't know what to do


I looked to see if this question had been asked and I did not find it.
I am using KDE3.1 Mdk9.2 and I have to keep setting my time zone to EST. I change it on the panel and I come back later only to find it has changed its self again and it changes to a different zone every time. This always happens when I reboot and some times if I leave it on too long. (not sure how long is to long)
