is there something windows task manager in Linux
 
i'm not talking about the services at boot start
but the programs running at the actual time

I don't really understand what you're asking for but if it is "What programs are running now?" the easiest way is to
open a terminal and run the command 'ps -ax'

if you're looking for a gui tool, try System > Monitoring > KDE System Guard

or use the "ps" or "top" commands in a terminal

you like the task manager in windows(CTRL-ALT-DEL)?

if so try ctrl-esc at the same time in keyboard setup you can change this shortcut to be CTRL-ALT-DEL just like windows if you want
