inconsistent logons

1. When booting mandrake 9.2 it often hangs for a minute or two on "starting system logger" and again a few lines down at "starting stadt". When this happens KDE generally loads very slowly and sometimes clicking on apps brings a delayed response of ten to twenty seconds or more before opening them. Rebooting sometimes happens normally and sometimes this persists. However, when I boot with the adsl cable disconnected the delays don't seem to occur.

2. Sometimes my adsl connection (via a billion modem/router) works fine and then stops working for a time and again later works again. Or requires a reboot or more to get it working again.

So far I couldn't find consistency with conditions in the above issues. Any ideas of where to begin?
